RGM-79[G] GM Sniper is the long-range variant of the GM Ground Type, introduced in Mobile Suit Gundam: The 08th MS Team (U.C. 0079). Aside from the rifle and the work needed to carry it, it is the same machine.
At least four GM Ground Types of the Kojima Battalion were converted to this standard. They were instrumental in the destruction of Zeon's Apsaras III mobile armour and of Shiro Amada's Ez8.

1. Is this the same as the GM Sniper II?
No. The GM Sniper II is the RGM-79SP, a separate later design. This one is the ground forces' RGM-79[G], a GM Ground Type adjusted around a single rifle, and the two share a name rather than a frame.
2. Can it still use the GM Ground Type's weapons?
Yes. Its specifications are otherwise identical, and the 100mm machine gun, the leg-mounted beam sabers and the rest of the ground forces catalogue all carry over.
3. Does the GM Sniper ever use its machine gun on screen?
Not in the OVA. The 100mm gun is never fired by one, though a green-magazined example is visible in episode two beside three GM Snipers under maintenance.
