Inoko is not a separate character. It is the name Inosuke Hashibira uses while undercover as a courtesan in Yoshiwara during the Entertainment District arc of Demon Slayer: Kimetsu no Yaiba.
What makes Inoko stand out
The paint is the disguise
Oshiroi white powder over the whole face, a heavy blush, red lipstick. It reads like a mask, which suits a character who normally wears a boar's skull.
Two versions of the look
Hair in two pigtails with sky-blue bows, indigo yukata, sky-blue obi. Later the make-up comes off, the hair drops, and the yukata turns turquoise with an indigo bow.
Still Inosuke underneath
Same fighter, same Beast Breathing, same two chipped blades. The disguise is cloth and paint for one operation, not a new design.
What this collection covers
Three listings, two of them sets: a Potetto figure of Inoko alone, a Hikkake set and a Figuarts Mini Entertainment District set covering all three disguises.

No. It is Inosuke in disguise for the Yoshiwara mission; every listing here is that version of him.
2. Which sets include all three?
Both sets: the Hikkake set and the Figuarts Mini Entertainment District set. The Potetto figures are the single-character option.
