Captain Neo Gundam Jr. is kit CB-009 in SD Gundam Chibi Senshi, released in May 1993. The character belongs to Shin Gundam Force: Great Pankration, the 1993 chapter that closed the SD Command Chronicles run — the branch that recast Gundam machines as military units of a setting standing in for America, alongside Musha for Asia and Knight for Europe.
What it does in the story
No episode exists to point at, since Command Chronicles was told through kits, packaging manga and card material rather than television. What the kit marks is the end of that run, and it came out ahead of the larger Ganso SD version, released as No. 0015.
What makes it different
-
Its phoenix has two names.
The Chibi kit recombines into a form it calls Cosmo Phoenix. The larger Ganso SD release calls its beast mode Dragon Phoenix, and the two differ in colouring as well as in name.
-
Its clear-plastic set is an F91 trio.
February 1994 brought Crystal Gundam Formulas, which reissued this kit in transparent plastic with Super Dragon Guardian Formulander Jr. and Captain Formula 91 Jr. The Gundam Wiki notes all three depict the F91 Gundam F91.
-
It belongs to the last Command chapter.
Great Pankration is the fourth and final Command Chronicles series, after G-ARMS in 1990, Gundam Force in 1991 and SUPER G-ARMS in 1992. Those settings later fed into the SD Gundam Force series.

Frequently asked questions
1. Which SD series is Captain Neo Gundam Jr. from?
The kit is an SD Gundam Chibi Senshi release, and the character comes from Shin Gundam Force: Great Pankration, the 1993 chapter that ended Command Chronicles. It has no anime of its own.
2. Is Cosmo Phoenix the same thing as Dragon Phoenix?
Same idea, different release. The Chibi figure calls its combined form Cosmo Phoenix, while the Ganso SD kit No. 0015 calls the beast mode Dragon Phoenix and uses different colours.
3. Which version came out first?
The Chibi Senshi one, in May 1993. It reached shelves ahead of the Ganso SD release, which is why the smaller kit carries modes and colours that do not match the bigger one.
4. What is in Crystal Gundam Formulas?
A February 1994 three-pack of clear reissues: this kit with Super Dragon Guardian Formulander Jr. and Captain Formula 91 Jr., all three depicting the F91 Gundam F91.
